Joyce Shields

Founding and Current Member

Dr. Shields retired from Hay Group, a worldwide human resources consulting firm, after 23 years as a senior leader. She was responsible for leading a network of consultants in marketing, staffing and delivering Hay Group practices and services to clients, and providing leadership for the development of new and innovative approaches to meet client needs in organizational change, executive development, talent management and human resource planning. Dr. Shields worked with executives in global organizations, Fortune 500 companies and the U.S. Federal Government. 

Prior to joining Hay, Dr. Shields served as Director, Manpower and Personnel Research Laboratory for the U.S. Army. In this role she was recognized as an outstanding leader in the Federal Government and received numerous awards.

Dr. Shields has a Ph.D. in Measurements and Statistics from University of Maryland, an M.A. in Experimental Psychology, University of Delaware and a B.A. in Psychology, College of William and Mary.  

Dr. Shields is engaged in a number of professional and community activities including serving as a Member of the Advisory Board of the Mason School of Business of the College of William and Mary, a Member of the Board of Directors of the American Red Cross of the National Capital Area and Chairman of the Outreach Committee of Metropolitan Memorial United Methodist Church.
